Especially on the older roads, on Many of our highways are danger- Int ously outdated. 200,000 miles of primary roads were built over old Bec horse and buggy routes. Those older one roads simply can't carry today's high- hig speed traffic. It's a chilling fact that last year's death rate on our older highways was more than double that of the Interstate System. What's being done? Not nearly enough. What should we do? Upgrade secondary roads.
