MILOVICE, CZECHOSLOVAKIA A Soviet colonel bids farewell to soldiers and their families before they board the daily military train for Moscow. Although largely confined to crowded apartments and ignored by the local populace, many soldiers seem sorry to leave. They have heard that returning troops are housed in abandoned factories or tents. The Warsaw Pact, which could field as many as six million men during the decades of com munist hegemony, has all but disintegrated.
