D. 1291. The president, or speaker, of the Council (corresponding to the United States House of Representatives) sits in the center under the painting. Members of the Federal Council, or Cabinet, sit at either end of the second row. The Swiss Parliament also has an upper house, or Council of States, with two members from each of the 22 Cantons.
