C . The building commemorates a gallant Army surgeon, head of the commission whose courageous experiments in Cuba proved that mosquitoes carry yellow fever, long the scourge of warm countries. To prove the theory, mosquitoes were allowed to bite infected patients, then to sting healthy volunteers, who contracted the disease.
