Photograph by Manning Brothers WHEN OUR AMERICAN ROADS ARE GOOD THEY ARE VERY, VERY GOOD A superb concrete highway in Wayne County, Michigan. Such thoroughfares as these are an asset not only to the communities which they serve directly, but to the whole nation. AND WHEN THEY ARE BAD THEY ARE HORRID! A stretch of "highway" through the Chapawamsic Swamp, Va. Such quagmires cost the State thousands of dollars every month and impede national prosperity to a degree which cannot be computed in money values.
