Photograph by Alan Yates ONE OF THE WORLD'S FINEST CAPITOL BUILDINGS: PRETORIA, SOUTH AFRICA The new government buildings of the Union of South Africa at Pretoria overlook a terraced Italiangarden and the valley below. Two large wings are connected by a curving colonnade. The buildings accommodate 1,500 officials of the four provinces-Natal, Orange Free State, Cape of Good Hope, and Transvaal. South Africans apparently believe in separating the executive from the legislative ingovernment; while Pretoria isthe center of administration, Cape Town, where the legislature meets, is I,ooI miles away by rail.
