The State of California has now banned anyone under the age of 18 from using cell phones, laptop computers, pagers or any text-messaging device while driving, except in the case of an emergency. PUT LIMITS ON TEEN DRIVING. Graduated Driver Licensing (GDL) laws restrict teen driving so kids can gain experience safely. Since North Carolina implemented one of the most comprehensive GDL laws in the country, it has seen a 25% decline in crashes involving 16-year-olds. SOY LATTE HAVE THE DRIVING TALK.
