4 THE WINTER QUARTERS OF THE GOVERNMENT This fortress, known as the Punakha Jong, a typical Bhutanese stronghold, is the headquartersof thegovernment inwinter. Bhutan is an independent state, but it has surrendered to the British Government the control of its foreign relations. Infact, though not inname, this step really made it a part of the Indian Empire.
