THE CAPITOL BUILDING AT MONTPELIER This beautiful structure is built in part of native granite and is surmounted by a graceful goldendome (see text, page 337). According toa Vermont tradition known as the "mountain rule," which is as "unchangeable as the laws of the Medes and Persians," thegovernor iselected oneterm from the east side of the State and the next from the west side, the Green Mountains bisecting the Commonwealth from north tosouth. This practice even extends to the selection of United States Senators, the present incumbents being from St. Albans,on thewest, and Island Pond, ontheeast (see map. page 340).
